The consultant will analyze legacy mainframe systems and document future-state requirements to support modernization of health and human services applications. sans-serif;\">• 4+ years of experience as a Business Analyst with in-depth domain knowledge of SNAP, HEAP, and PA eligibility, enrollment, and fiscal processing, as well as case management for Foster sans-serif;\">• 4+ years of experience as a Business Analyst for state eligibility programs in state-supervised, locally administered applications, including service- and non-service-based programs.</span></span><br>\n\t<span style=\"font-size: 12.0pt;\"><span style=\"font-family: Aptos , sans-serif;\">• 4+ years of experience documenting business and system rules for future-state systems focused on SNAP, HEAP, PA, and fiscal processing.</span></span><br>\n\t<span style=\"font-size: 12.0pt;\"><span style=\"font-family: Aptos , sans-serif;\">• 4+ years of experience creating As-Is and To-Be artifacts, including process flows, user stories, acceptance criteria, screen prototypes, data specifications, and UML diagrams.</span></span><br>\n\t<span style=\"font-size:
