\nOverview:
\nWe are seeking a Java Developer (Developer Level 3) to support NYS ITS in modernizing the Integrated Eligibility System (IES). This role designs, develops, and maintains scalable, high-performance Java applications that improve the delivery of Medicaid, SNAP, Public Assistance, Child Support, and other health and human services programs. The developer collaborates with cross-functional Agile teams to deliver reliable solutions that meet business requirements and applicable state and federal standards.
\n
\nDuties:
\n• Design, develop, test, and implement complex, high-volume, low-latency Java applications for IES modernization.
\n• Analyze existing systems and technical requirements to design solutions aligned with business objectives.
\n• Collaborate with product managers, architects, business analysts, testers, and other stakeholders to define and implement application features.
\n• Participate in all stages of the software development lifecycle, including Agile/Scrum development, deployment, and maintenance.
\n• Diagnose and resolve technical and production issues, including memory leaks, network failures, and performance problems.
\n• Recommend improvements to Java applications and infrastructure to enhance performance, functionality, and maintainability.
\n• Support deployment of new features, monitor integration and system stability, and maintain technical and user-support documentation.
\n• Apply emerging technologies and development best practices where appropriate; perform other duties as assigned.

\nMandatory Qualifications:
\n• More than 7 years of experience working on complex projects, including 2 or more years in a Developer leadership role (Level III).
\n• More than 7 years of Java development experience, including Java/J2EE, object-oriented programming (OOP), design patterns, and SOLID principles.
\n• More than 7 years of experience with Spring frameworks (Spring Boot, Spring MVC, Spring Security) and ORM technologies such as Hibernate or JPA.
\n
\nDesirable Qualifications:
\n• More than 7 years of experience designing, building, and maintaining microservices and RESTful APIs, including relational databases (Oracle, PostgreSQL, SQL) and NoSQL databases.
\n• More than 7 years of experience with testing frameworks such as JUnit and Mockito and build tools such as Maven or Gradle.
\n• More than 7 years of experience with AWS, Azure, or GCP, including Docker and Kubernetes containerization.
\n• More than 7 years of experience applying DevOps principles and using CI/CD tools such as Jenkins.
\n• 2+ years of experience working in federal or state government, preferably in Health and Human Services or Integrated Eligibility System programs such as PA, TA, SNAP, HEAP, Fair Hearings, or Child Support.
